# About the Phase 0: Discussion category

This [Phase 0: Discussion](https://forum.safefoundation.org/c/proposals/pre-seps/32) category is for proposals that seek discussion and alignment.

While Phase 0 is not mandatory, it’s highly recommended to initiate proposals here for a comprehensive review and feedback, see also [🏄‍♂️ Governance overview](https://safe-global.notion.site/Governance-overview-1b5788e5289e4919a71bece632dfcafa?pvs=4).

The proposal needs to be submitted to

- a new discussion thread on the forum in Phase 0
- marked with [Discussion] in the title
