My understanding is that SEP-54 established a temporary pause on SafeDAO resource allocation. After the initial 6-month period, the pause may be lifted either by the SEF Council or by a SafeDAO governance vote.
SEP-55 is a relevant precedent, but it was structured as a narrow, one-time lift of the SEP-54 pause, scoped specifically to the Safenet Beta allocation. It also argued that the exception was justified because Safenet Beta was core protocol / token-utility infrastructure, required temporary bootstrapping, and would feed learnings into a future resource allocation framework. It explicitly did not reopen general resource allocation.
That distinction seems important here. If this proposal is intended to request SafeDAO funding while SEP-54 is still in effect, I would expect it to explicitly address SEP-54 and explain whether it is requesting a similarly narrow, one-time lift of the pause, and why that would be justified.
More broadly, I would expect the next step after SEP-54 to be a larger, more holistic approach to SafeDAO resource allocation, rather than funding individual initiatives on a one-off basis.
